Purpose & Scope
The primary purpose is to contract for the production, engineering, technical, configuration management, integrated logistics support, obsolescence mitigation, and cybersecurity support for the AN/SPQ-15 capability. This includes production and delivery of equipment and software, correction of issues, use of Engineering Change Proposals, compliance with DISA STIGs, Factory Acceptance Testing (FAT), Production Acceptance Testing (PAT), and installation support. The work involves a total of 76.25 Full-Time Equivalents (FTEs) over a 60-month period.
Contract Details
- Type: Contemplated as a Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed Price (FFP) Order.
- Period of Performance: A 12-month base period and four 12-month option periods, totaling 60 months.
- Incumbent: Frontier Electronics Systems Corp (FES) currently holds similar contracts (N0017823D4501 and N0017824D4500).
- Clearance Requirements: Prime contractors must have a SECRET Facility Clearance Level (FCL) and safeguarding clearance. All personnel directly supporting the Task Order (excluding management/support) require a minimum SECRET Personnel Clearance Level (PCL).
Set-Aside & Eligibility
A set-aside determination has NOT yet been made. Responses to this Sources Sought will inform the government's decision on the set-aside status. Mandatory FCL and PCL requirements must be met at proposal submission or via an acceptable plan.
Submission Requirements
Capability statements, not exceeding 10 pages (font size 10+), must be emailed to Mr. Noel Dadufalza by 1600 EST on May 25, 2026. Submissions should include:

- Company details (CAGE, UEI, Name, Address, POC, business size status under NAICS 334511).
- Specific qualifications, experience, and personnel security clearance levels for proposed staff.
- Summary of relevant past performance (last 5 years) for similar systems, emphasizing production, engineering, sustainment, and ILS.
- Provisions for any potential "similarly situated entity" arrangements, detailing planned work share and small business status to ensure compliance with FAR 52.219-14.
