Scope of Work
The contractor will provide comprehensive support including:
- Production and Delivery: Manufacturing and delivery of AN/SPQ-14(V) and AN/SPQ-15(V) equipment per approved Technical Data Packages (TDPs), with a 24-month warranty and rigorous testing (FAQT, FAT, PAT, SBT).
- Engineering Services: Systems, Hardware, and Software Engineering, including Analyses of Alternatives (AoAs), Model-Based Systems Engineering (MBSE), ECPs, TDP development, FPGA/SoC expertise, PCB/CCA design, obsolescence mitigation, reverse engineering, and secure software development (STIG compliant).
- Technical Services: Shipboard and shore-based installation, repair, testing, Environmental Qualification Testing (EQT), and platform installation testing.
- Configuration Management (CM) and Integrated Logistics Support (ILS): Comprehensive ILS, CMP, LCSP, and provisioning data.
- Obsolescence Management: Formal Diminishing Manufacturing Sources and Material Shortages (DMSMS) Plan and mitigation strategies.
- Cybersecurity Support: Risk Management Framework (RMF) lifecycle management, Authority to Operate (ATO) maintenance, continuous monitoring, vulnerability management, and compliance with DoD/DoN cybersecurity standards (DISA STIGs, Zero Trust principles).

Mandatory Requirements
- Facility Clearance Level (FCL): Prime Contractor must have a SECRET FCL and safeguarding clearance level of SECRET.
- Personnel Clearance Level (PCL): All personnel directly supporting the Task Order (excluding management/support) require a minimum SECRET security clearance. Interim clearances are acceptable for non-Key personnel at onboarding.
Capability Statement Submission
Statements should not exceed 10 pages (excluding resume summaries, font size 10+). They must include:
- Sources Sought announcement number (N0017826R4506) and description of capabilities addressing the draft SOW.
- Company details: CAGE code, UEI, name, address, POC, and certified business size status under NAICS 334511.
- Specific qualifications, experience, and personnel security clearance levels for proposed staff (identifying employees vs. team members).
- Summary of relevant past performance (last 5 years) for similar systems, including contract numbers and POCs.
- Provisions for any potential "similarly situated entity" arrangements, detailing work share and small business status to ensure FAR 52.219-14 compliance.
