• Proposal Submission: Offers must be submitted electronically to the contracting office email addresses provided. Do not contact the customer organization directly.

• Technical Proposal: Must be submitted separately and include a Management Plan, Staffing Plan/Organizational Structure, and Property Management Plan. The technical proposal must not exceed 30 pages (excluding resumes/certifications/licenses).

• Past Performance: Offerors must submit past performance data for contracts within the last 3 years. A past performance questionnaire is attached and must be submitted directly by the reference to the Contracting Officer.

• Evaluation: Award will be made to the responsible firm with an acceptable Technical proposal, and is determined to be the best value among Past Performance and Price. Technical proposals will be evaluated as Acceptable or Unacceptable.

• Price Evaluation: The total evaluated price includes CLINs X001, X005, X007, and X008. Government fill-in CLINs are excluded. The contract includes FAR Clause 52.217-8, Option to Extend Services.

• Discussions: The Government intends to award without discussions but reserves the right to conduct them if necessary.

Statement of Work (SOW) / Performance Work Statement (PWS)
