Scope of Work

Submission & Evaluation

- Questions Due: May 18, 2026, at 02:00 PM Central Daylight Time. Questions must use Solicitation Attachment 3 and be emailed to nathanial.d.gaunt.civ@army.mil and erika.g.barrera.civ@army.mil.
- Submission Method: Email proposals to the contracting officers.
- Technical Proposal: Must include a Management Plan, Staffing Plan/Organizational Structure, and Property Management Plan. The technical proposal is limited to 45 pages, with specific exclusions for title pages, TOC, acronyms, glossary, resumes/certifications/licenses, and the Property Management Plan.
- Past Performance: Offerors must provide relevant data for the last three years. References must submit Attachment 5 (Past Performance Questionnaire) directly to the contracting officers.
- Evaluation: Award will be made to the responsible firm with an acceptable Technical Proposal, and best value among Past Performance and Price. Technical Plans must be rated Acceptable.
- Key Requirements: Offerors must have an active CAGE/NCAGE in SAM.gov. All offers must be in English. The requirement is subject to the availability of funds.
Special Requirements
Key personnel, including the Site Manager/Alternate and Fuels Manager, must be U.S. citizens, possess Secret clearance, and meet specific qualifications. Site Managers are required to live on base in an unaccompanied area. Contractors must comply with U.S. and Colombian regulations, Force Protection Conditions, and various training mandates.
