Opportunity Overview

The Government intends to award up to four single-award IDIQ contracts, each with a maximum capacity of $49,000,000. Each contract will have a five-year base period and one five-year option period, for a total potential duration of ten years. Services will primarily support sustainment, restoration, modernization, and new construction projects at Offutt AFB and its associated off-site facilities in eastern Nebraska. The NAICS code is 541330 (Engineering Services) with a $25.5 Million size standard.

Scope of Work

The A-E services encompass Title I (investigative, pre-design, and design services) and Title II (construction period services). To ensure access to specialized expertise, contracts will be awarded across four distinct pools:

  • Pool 1: Specialized Engineering & Consulting (e.g., Blast, RF Shielding, SCIF/SAPF, Acoustics)
  • Pool 2: Mechanical & Electrical Engineering
  • Pool 3: Civil & Structural Engineering
  • Pool 4: Architecture & Renovation Firms may submit qualifications for one or more pools, but will only be awarded a maximum of one contract.

Key Requirements

Offerors must meet stringent mandatory pass/fail requirements at the time of submission:

  • Cybersecurity Compliance: Possess a current, active Summary Level Score in the Supplier Performance Risk System (SPRS) reflecting a self-assessment against the NIST SP 800-171 framework. CMMC Level 2 (Self) is required prior to award.
  • The previous 200-mile geographic pass/fail requirement has been removed by Amendment 0003.

Submission & Evaluation

Interested firms must submit a Statement of Qualifications using Standard Form (SF) 330. The final submission deadline is June 25, 2026, at 3:00 PM Central Time. A limited Question & Answer (Q&A) period has reopened for questions restricted to changes introduced in Amendment 0003, with questions due by June 11, 2026, at 3:00 PM Central Time.

Evaluation will be based on the most highly qualified firms, with price not being an evaluation factor. Discussions (interviews) are planned with at least three of the most highly qualified firms for each pool. Evaluation criteria, in descending order of importance, include:

  • Primary Factors: Specialized Experience and Technical Competence, Professional Qualifications, Past Performance (primarily CPARS, relevant projects $100k+ A-E design fee), Knowledge of the Locality, Capacity to Accomplish the Work, and Quality Control Program.
  • Secondary Factors (Tiebreakers): Equitable Distribution of DoD A-E Contract Awards and Small Business Subcontracting Commitment.

Important Notes

This solicitation has undergone several amendments. Amendment 0003, issued on June 4, 2026, makes substantial changes, including the removal of the geographic requirement, revision of evaluation criteria, and extension of the proposal deadline.
