This is a synopsis/solicitation from the U.S. Air Force for Architect-Engineer (A-E) firms to provide Title I, Title II, and specialized engineering services for the 55th Wing at Offutt Air Force Base, Nebraska. • Design work must use AutoCAD or REVIT (version 2024 or newer) and specifications must be written in SpecsIntact using the latest Unified Facilities Guide Specifications (UFGS).

• Designs for work in Nebraska must be signed and sealed by a licensed Professional Engineer or Registered Architect in Nebraska.

• Contract Type: Firm-Fixed-Price (FFP), IDIQ.

• Period of Performance: Five-year base period with one five-year option period (total 10 years).

• Contract Limits: $49 million ceiling per IDIQ.

• Minimum Guarantee: $1,000 for the base year of each contract.

• Each contract will be set aside 100% for Small Business.

• Offerors must possess a full-service, non-residential design office located within a 200-mile radius of Offutt AFB, NE.

• Offerors must possess a current CMMC Level 2 (self) certification (or higher) in the Supplier Performance Risk System (SPRS) at the time of submission.

• This is not a request for proposal; it is a request for qualifications.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) establishes requirements for a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Architect-Engineer (A-E) services, specifically for "Pool 1: Specialized Engineering & Consulting" at Offutt AFB.

• The A-E firm will furnish labor, equipment, and materials to compile engineering data, and provide plans, specifications, design analyses/computations, and cost estimates for projects issued via individual Task Orders (TOs).
