Scope of Work

NIST requires the procurement of one (1) Automatic Wire Bonder (CLIN 0001) and associated transportation and related expenses (CLIN 0002). Detailed requirements are outlined in the attached Statement of Work.

Special Requirements:

• All items must be new; used or remanufactured equipment is not acceptable.
• "Gray market" components are not permitted.
• Items must be shipped in original manufacturer's packaging with all original documentation and software.
• The solution must comply with NIST cybersecurity privacy requirements, including system security plans, secure configuration management, access controls, multifactor authentication, vulnerability scanning, auditing, incident response, and FIPS 140-2/140-3 validated encryption.

Contract Details

• Contract Type: Firm-fixed-price purchase order.
• Period of Performance: 12 months from the date of award.
• Place of Performance/Delivery: Gaithersburg, MD.
• Deliverables: Automatic Wire Bonder. Delivery is due within 4 weeks from the date of award.
• Inspection & Acceptance: The NIST TPOC will review deliverables within 4 weeks of receipt. The Government reserves the right to perform performance tests and evaluations, and will test, inspect, and accept or reject equipment within 2 weeks of receipt.
• Payment Terms: 100% payment will be made after delivery and acceptance of the fully installed system. Partial shipments and invoices are not accepted unless approved prior to award.
• Invoicing: Invoices must be submitted electronically via email to INVOICE@NIST.GOV and through the U.S. Department of the Treasury's IPP System (https://www.ipp.gov).
• Applicable Clauses: The solicitation incorporates various Federal Acquisition Regulation (FAR) and Commerce Acquisition Regulation (CAR) provisions and clauses by reference, including those related to the Buy American Act, Place of Manufacture, and Security Prohibitions and Exclusions.

Submission & Evaluation

• Submission Deadline: March 20, 2026, 12:00 PM EST.
• Submission Method: Electronic quotations must be emailed to elizabeth.timberlake@nist.gov and tracy.retterer@nist.gov. The RFQ number must be referenced in the subject line.
• Quotation Structure: Quotations must be divided into three volumes:
  • Volume I – Technical Quotation: Demonstrate capability, cite SOW paragraphs, and include manufacturer authorization if applicable.
  • Volume II – Price Quotation: Provide a firm-fixed-price, include all shipping costs, and ensure validity for 90 days.
  • Volume III – Terms and Conditions: Complete required information from attachments.
• Evaluation Criteria: Award will be made to the responsible offeror proposing the Lowest Price, Technically Acceptable (LPTA) solution.
• Discussions: The government may award without discussions based solely on initial quotes.
• Pre-Quote Inquiries: Written questions must be submitted to the aforementioned email addresses no later than 2 business days after the solicitation issuance.
