Scope of Work
The contractor shall provide all management, tools, supplies, equipment, and labor to replace existing wooden fencing with new chain-link fencing.
- Building 348: Remove existing wooden fencing and framing, then construct approximately 141 linear feet of 6-foot-tall brown vinyl-coated chain-link fence with brown slats. Install one 4-foot by 6-foot swing gate.
- Building 916: Remove existing wooden fencing and framing, then construct approximately 66 linear feet of 6-foot-tall brown vinyl-coated chain-link fence with brown slats. Install one 7-foot by 6-foot swing gate (an 8-foot swing gate is acceptable as an alternative).
- All waste and debris must be disposed of off-base. Left-over new material becomes the property of Columbus AFB.
Performance Standards & Materials
Fences and gates must withstand 90 mph wind speeds. Posts must be Schedule 40 steel pipe, and chain-link fabric must be #9 wire with 3.5" x 5" mesh, brown vinyl-coated (ASTM F 668, Class 1), using PrivacyLink® or approved equivalent. A lightning protection system with a maximum grounding resistance of 25 ohms is required. All materials must be new, high quality, contractor-furnished, and free from prohibited substances like mercury, lead, or chlorinated solvents.
Contract & Timeline
- Contract Type: Combined Synopsis/Solicitation (Firm Fixed-Price, no advanced payments)
- Set-Aside: Total Small Business Set-Aside (FAR 19.5)
- Period of Performance: 60 calendar days, commencing the first day of the month following award, including a 15-day non-performance period.

Evaluation Factors
Award will be based on Lowest Price Technically Acceptable (LPTA). Proposals will be evaluated based on:

Special Requirements & Notes
Contractors are responsible for locating utilities (contact 811) and repairing any damaged utilities. A one-year warranty is required for materials and workmanship. Contractor personnel require base passes and must comply with all security and access requirements, including submitting an Entry Authorization List (EAL) form for base access. A certificate of insurance is mandatory, but bonding is not required. The Service Contract Act wage determinations apply.
