The contractor will provide comprehensive O&M services for the Base Telecommunications System (BTS), including personnel, equipment, tools, materials, and supervision. Key responsibilities include:

  • System Support: Monthly O&M for Avaya LSC, IX voicemail suite, Sonus Session Border Controllers (SBCs), outside plant (OSP), and inside plant systems.
  • Maintenance & Response: Performing preventive maintenance inspections (PMIs), installing telecommunications wiring, and responding to system and service outages with defined response times (Emergency: 2 hours, Priority: 6 hours, Routine: 24 hours).
  • Data & Records: Providing cable location, staking, marking, collecting Communication Feature Data (CFD), and maintaining BTS work center records, including Maintenance Support Plans, PMI records, and repair logs.
  • Technical Support: Supporting government engineering and installation efforts, interfacing with other vendors, and developing technical solutions and Rough Order of Magnitude (ROM) estimates.
  • Personnel: A minimum of 7 contractor personnel are required, including 2 telephone switch/Avaya operators, 4 field technicians, and 1 on-site contract manager.
