Scope of Work
The contractor will provide all personnel, equipment, tools, materials, vehicles, and supervision for highly reliable telecommunications and networked voice, video, and data services. Key services include:
- Monthly O&M for the Avaya LSC, IX voicemail suite, Sonus SBCs, outside plant (OSP), and inside plant systems.
- Support for base mission changes, infrastructure modifications, and technology upgrades.
- Installation of telecommunications wiring, preventive maintenance inspections (PMIs), and response to system/service outages (Emergency: 2 hours, Priority: 6 hours, Routine: 24 hours).
- Location, staking, and marking services for BTS conduits/cable, collection of geospatial Communication Feature Data (CFD), and system cross-connect/disconnect services.
- O&M for the IX Voicemail solution and Voice Protection System (VPS), semi-annual traffic measurement and analysis.
- Technical support for government engineering and installation, design review meetings, and workload/status meetings.
- Development of technical solutions, Rough Order of Magnitude (ROM) estimates, and maintenance of BTS work center records.
- Management of CLIN/PID utilization, AF Logistics Support Spares, and contractor-furnished hazardous material.
- Maintenance of the Telecommunications Management System (TMS) and Call Accounting System (CAS), and development of Quality Control and Physical Security Programs.

Submission & Evaluation
Quotes must be prepared in three volumes: Technical, Past Performance, and Price. Evaluation will be based on Technical Approach/Plan, Past Performance, and Price.

- Amendment 0001 (April 3, 2026) updated the CLIN structure, included Questions and Answers (Attachment 6), provided an updated PWS, and extended the quote due date.
- Amendment 0002 (April 6, 2026) removed the requirement for resume submission.
- Clarifications: A site visit will not be conducted. The government will provide logical drawings, floor plans, OSP maps, and other relevant data to assist offerors. DoDD 8570 IAT Level II Certification is the only mandatory certification required at submission.
Key Personnel & Technical Requirements
A minimum of 7 contractor personnel are required, including 2 telephone switch/Avaya operators, 4 field technicians, and 1 on-site contract manager. All 7 positions are considered key personnel. Personnel working with Avaya CM8 must maintain a current approved DoDD 8570 IAT Level II Certification. The contractor must be or subcontract a Federally Authorized Avaya Partner. The current software version for the Avaya CM10 system is v10.2.
