Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Operations and Maintenance (O&M) services for the Base Telecommunications System (BTS) at Dover Air Force Base, Delaware. The primary goal is to ensure the BTS is available 24 hours a day, 7 days a week, supporting the mission of the 436th Communication Squadron.

• Provide personnel, equipment, tools, materials, vehicles, and supervision for highly reliable telecommunications and networked voice, video, and data services.

• Perform monthly O&M services for the Avaya LSC, IX voicemail suite, Sonus SBCs, outside plant (OSP), and inside plant systems.

• Support base mission changes, infrastructure modifications, and technology upgrades.

• Install telecommunications wiring in various base facilities.

• Perform preventive maintenance inspections (PMIs) on switching and power systems, manholes, and terminals.

• Respond to system and service outages, including emergency, priority, and routine outages.

• Provide location, staking, and marking services for BTS conduits/cable.

• Collect geospatial Communication Feature Data (CFD) using GPS.

• Perform system cross-connect and disconnect services.

• Provide O&M for the IX Voicemail solution and Voice Protection System (VPS).

• Perform semi-annual traffic measurement and analysis.

• Provide technical support for government engineering and installation, and interface with other vendors.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding Solicitation FA449726Q0010, clarifying various aspects of the PWS, attachments, and pricing.

• Pricing and Escalation: The solicitation does not have option years. Pricing should reflect current market costs, with annual evaluations for market shifts. Federal Wage rates will update annually. Economic price adjustments are evaluated yearly.
• Contract Period: The ordering period is 60 months (May 1, 2026 - September 30, 2030), and vendors should quote for the entire 60 months.
• Scope and Deliverables: Clarifications were provided on the scope of "Hospital Switch" services, which are integrated into the overall BTS scope. Specific PWS references were corrected, and guidance was given on whether certain tasks are included in monthly maintenance or should be priced separately.
• Parts and Pricing: Vendors are instructed to price all items listed in the PID list. For specific line items (e.g., ST Connectors), material costs should not be included in the installation cost. Pricing for CLINs 0003 and 0004 will use the PID List and Manning Plan pricing.
• Personnel and Staffing: All 7 positions in the Service Summary Table are considered key personnel. While there is no specific experience requirement beyond certifications, two call managers need Avaya CM10. The contractor must obtain flightline driving privileges within a reasonable time.
• Government Furnished Equipment (GFE): Contractors will have their own office space with all equipment. No GFE will be provided for on-site contractors.
• Technical Requirements: The current software version for the Avaya CM10 system is v10.2. Information on specific model numbers for media gateways and Avaya Voice Portal environments is proprietary. The contractor is responsible for establishing necessary account access for Avaya Single Sign On.
• Site Visit and Data: A site visit will not be conducted. The government will provide logical drawings, floor plans, or telecom room layouts, current cable routes, OSP maps, or demarcation locations, and photographs or diagrams of BTS switch rooms and associated infrastructure to assist offerors.
• Set-Aside: The acquisition is set aside for HUBZone, SDVOSB, and WOSB, and the contractor must qualify under one of these categories.
