Scope of Work
This project involves the comprehensive demolition of Building 229, including all foundations, concrete and asphalt roads/pads, test cell footings, trench foundations, retaining walls, blast walls, vehicle barriers, and associated storm, electrical, and sanitary sewer lines. The scope also includes the subsequent repair of the grade for proper storm water management and to create a maintainable, mowed end grade. Key tasks include:
- Demolition of all specified structures and utilities.
- Provision of fill dirt from an off-base location and topsoil.
- Seeding and establishment of vegetation.
- Environmental protection, accident prevention, quality control, and waste management planning.
- Lead paint and asbestos testing and abatement.
- Installation and completion of monitoring well MW-12S surface, with protection of the bentonite seal and PVC casing.
Key Requirements & Deliverables
Contractors must develop and maintain a Quality Control Plan (QCP) and comply with all installation access and security policies. Required reports include environmental protection, accident prevention, quality control, waste management, soil compaction, and seeding product data. All demolition debris must be recycled or reused to the greatest extent practical, with quarterly reporting of waste quantities. A dedicated Superintendent with a minimum of ten years of construction experience must be physically present on-site during all work periods.

Site Visit & Access
A site visit will be held on February 26, 2026, at 10:00 AM at Building 229. Interested parties must complete and submit a DSM Access Request form to the Contracting Officer by February 23, 2026, to gain installation access.
Evaluation Factors
Award will be based on Technical Capability and Price. Technical capability will be evaluated on:
- Three similar projects completed within a 100-mile radius of Des Moines, Iowa.
- The name and experience of the proposed site superintendent.
- A brief timeline and explanation of project completion. If technical capability is deemed equal, the lowest price will be considered first.
Important Notes
This solicitation is subject to FAR 52.232-18, Availability of Funds, as funds are not currently available. Quotes/Proposals must be honored for up to 90 days after the solicitation close date. The Government will furnish water; all other personnel, equipment, tools, materials, and supervision must be provided by the contractor. No earth and dirt material may be removed from the installation.
