Quick Summary
The U.S. Air Force is soliciting proposals for a Firm Fixed Price Blanket Purchase Agreement (BPA) to supply BlueBox Brand Name Chiller Units (Cooling and Heating) at Aviano Air Base, Italy. This opportunity is for a five-year period, from April 1, 2026, to March 31, 2031. Quotes are due by February 28, 2026, at 11:00 a.m. Central European Time (CET).
Opportunity Overview
This combined synopsis/solicitation seeks qualified contractors to provide BlueBox brand-name chiller units, including both cooling-only and heat pump models. The brand-name restriction is justified by a Department of the Air Force (DAF) standardization policy (FAR 6.302-1) aimed at reducing the Total Cost of Ownership (TCO) for HVAC systems across DAF installations by leveraging existing inventory and improving maintenance efficiency. BlueBox is an approved manufacturer for Aviano Air Base.
Scope of Work & Requirements
The contractor shall supply brand-new, fully functional BlueBox chiller units from the Zeta Sky, Tetris Sky, and Epsilon Sky series, configured based on type, hydronic setup, and thermal power. The scope includes all necessary materials, manpower, packaging, upload, transportation, download, and disposal. All work must comply with applicable Italian laws (e.g., D.Lgs. 81/2008) and Aviano Air Base regulations. A minimum 24-month warranty from delivery is required. Contractors must provide a fixed-price list for specific models and comprehensive closeout documentation (e.g., EC declaration, manuals, spare parts, safety datasheets) in both Italian and English within 10 working days of supply.
Eligibility & Submission
There is no set-aside for this opportunity due to its overseas location. Offerors must be registered in the System for Award Management (SAM) and provide an Italian Chamber of Commerce certificate and an Italian DURC. Personnel must be able to communicate in English. Quotes must be submitted digitally by email ONLY to michael.keith.18@us.af.mil and melissa.maurhart.it@us.af.mil. Evaluation will be an integrated assessment of Technical Capability, Prior Experience, and Price. Prices must remain firm for 60 calendar days.
