Purpose & Scope

The U.S. Embassy in Mexico City requires a contractor to provide comprehensive preventive maintenance services for its building's Electrical, Gas, and Diesel boilers. The primary objective is to ensure all boiler systems remain in optimal operational condition. Services include scheduled preventive maintenance, safety inspections, and safety testing. Contractors must provide all necessary managerial, administrative, and direct labor personnel, transportation, equipment, tools, supplies, and materials. Standard services are to be performed Monday through Friday, 8:00 AM to 4:30 PM, excluding US Government and local holidays. Repairs are explicitly not included under this agreement and will be priced separately.

Contract Details

  • Contract Type: Firm Fixed-Price.
  • Period of Performance: A base year with two (2) additional 12-month option periods, if exercised by the Government.
  • Set-Aside: This is an Unrestricted acquisition.
  • Place of Performance: U.S. Embassy Compound, Mexico City, Mexico.
  • Payment: Available in U.S. Dollars or Mexican Pesos. U.S. firms are exempt from Value Added Tax (VAT). Local companies may be paid in USD if they have a USD bank account.

Key Requirements & Deliverables

  • Demonstrate high expertise and comply with applicable local and federal Mexican regulations, as well as highest industry standards.
  • Provide trained and qualified technicians.
  • Deliver a written report in English to the Post Facilities Manager, including system information, test results, comments on system condition, test printouts, and exhaust gas testing.
  • Submit a Safety Plan and Job Hazards Analysis (JHA). Compliance with the provided Safety Management Plan (referencing US Army Corps of Engineers EM 385-1-1 and Mexican industrial safety laws) is mandatory.
  • Provide a Quality Assurance Plan (QAP).
  • Mandatory SAM Registration: Offerors must be actively registered in SAM.gov at the time of proposal submission. Failure to do so will deem the offer non-responsive.

  • Submission Deadline: Wednesday, May 27, 2026, by 13:00 hours, Mexico City local time.

  • Evaluation Criteria: Award will be based on the lowest priced, acceptable, responsible offeror. Acceptability will be assessed by compliance with RFQ terms and technical information, including written descriptions of procedures for combustion analysis, burner safety, water treatment, low water cut-off testing, preventive maintenance methodology, troubleshooting scenarios, controls and instrumentation, relevant equipment experience, and tools/equipment availability. Contractor responsibility will be analyzed per FAR 9.1.
