Justification for Other Than Full and Open Competition (JOFOC)

This document justifies the use of other than full and open competition for the procurement of Brand Name National Stock Numbers (NSNs) managed by the GSA FAS Supply Chain Management Contracting Division (SCMCD). This justification applies division-wide to NSNs established and managed for the Department of War (DoW) and other Federal Agency customers, where these NSNs are identified as Brand Name Only due to operational, technical, or interoperability requirements.

This JOFOC covers supplies cataloged as Brand Name NSNs across various Federal Supply Groups (FSGs). The procurements will be executed under a range of contract types and ordering methods, leveraging both MAS and non-MAS contracts. Competition will be maximized at the order level by soliciting quotes from multiple authorized distributors or resellers.

• The estimated value for the current SCMCD Brand Name NSN portfolio is based on FY25 spend levels, totaling $51,902,297.31. A 3% compounded inflation factor yields a 10-year total estimate of $595,001,672.35.

• Procurements will be conducted in accordance with FAR Part 12 (Acquisition of Commercial Items) and GSAR 538.71 (Ordering Procedures).

• Not applicable for this JOFOC, as it justifies the procurement approach rather than a specific solicitation.

• This justification is for Brand Name NSNs, meaning competition is limited to authorized sources for the specified brand. However, GSA solicits from multiple authorized distributors or resellers to ensure competitive pricing.

• GSA maintains a continuously open Request for Information (RFI) on SAM.gov to identify potential alternate items and promote competition.

• The justification is supported by DoD Manual 4100.39, DODM 4140.26, and DODI 4140.69.
