Quick Summary
The Department of the Interior, Bureau of Land Management (BLM), through the National Interagency Fire Center, is soliciting quotes for Brent Creek HAND-CUTTING/PILING services. This is a Total Small Business Set-Aside for hand cutting and piling of specific conifer species on approximately 100 acres in Fremont County, Wyoming. The project is new, not a recompete. Quotes are due March 9, 2026, at 0900 MST.
Scope of Work
This firm-fixed price purchase order requires contractors to perform hand cutting (chainsaw) and piling of junipers, lodgepole, spruce, and fir in the Brent Creek area. Key requirements include:
- Cutting and piling conifer, slashing, and specific material (level v, 7E) across 100 acres.
- Stumps must be no taller than 5 inches.
- No cutting of target conifer species 14 inches or greater Diameter at Breast Height (DBH) or marked trees. Five-needle pines, limber pine, whitebark pine, cottonwood, and aspens are excluded.
- Slash piles must adhere to specific construction requirements (max 8 inches diameter, 8 feet length).
- Work must be performed using hand equipment (chainsaw) only; no heavy equipment is permitted.
- Snags (dead trees) do not require cutting unless they pose a safety hazard; if cut for safety, the dead material does not need to be piled. Only cut trees require piling, not existing 'dead and down' material.
- Work areas must be kept clean, and machinery must have approved spark arresters.
- Access to the area is snow-covered, accessible by snowmobile or tracked UTV until March 30th, after which a Forest Service gate will be locked until June 30th.
- Boundary marking will be completed before work begins, and five-needle pines will be marked in late June/early July. Georeferenced maps are available.
