Submission & Evaluation
- Step 1: White Paper Submission: Submit white papers via email to specified contacts with the subject line "FY25-26 Mentor Protégé Program White Paper." White papers are limited to 15 pages (excluding affirmation memo and DCAA/DCMA approval letters).
- White Paper Content: Must include Mentor profile, Protégé description, relationship, approach, subcontractor details, benefit to Army, subcontracting, and pricing ROM.
- Evaluation: White papers are evaluated for consistency with program objectives, including participation of authorized subcontractors (HBCU, MSI, etc.), amount of engineering/technical assistance, and a valid Affirmation Memorandum from an Army Program Office. White papers with costs over $600,000 annually require additional justification.
- Step 2: Proposal Invitation: White papers deemed consistent will lead to an invitation to submit technical and cost proposals, due 30 days after release, subject to fund availability.
Eligibility
