Cybersecurity compliance, such as NIST SP 800-171 and CMMC, is also a key consideration.

Eligibility

  • Mentor Firms: Must be approved by the DoD MPP or be in the process of approval, and possess an active small business subcontracting plan.
  • Protégé Firms: Eligibility is detailed in DFARS Appendix I.
  • Authorized Subcontractors: Agreements must utilize Historically Black Colleges or Universities (HBCU), Minority Serving Institutions (MSI), APEX Accelerators, Manufacturing Extension Partnerships (MEP), Women’s Business Centers (WBC), Small Business Development Centers (SBDC), or Manufacturing Innovation Institutes (MIIs). These subcontractors must contribute a minimum of 5% of the total proposed contract value.

Contract Details

  • Type: Two-Step Broad Agency Announcement (BAA).
  • Agreements: Mentor-Protégé Agreements (MPAs) can be Reimbursable, Credit, or Hybrid.
  • Period of Performance: A maximum of three years (36 months) for any agreement.

  • White Paper Due Date: January 30, 2026, at 5:00 PM ET.
  • Evaluation: White papers are evaluated for consistency with program objectives. Key pass/fail criteria include the participation of authorized subcontractors, the amount of engineering/technical assistance, and a valid Affirmation Memorandum from an Army Program Office. Debriefings for white paper submissions will not be provided.
  • Step 2: Proposal Submission: Only firms whose white papers are deemed consistent with the BAA's intent will be solicited to submit formal technical and cost proposals, which will be due 30 days after release.
