Quick Summary

The Department of the Army Office of Small Business Programs (OSBP) has issued a Broad Agency Announcement (BAA) ARMY MPP-I-25-001 for its Mentor Protégé Program (MPP). This BAA invites eligible Mentor Firms to submit white papers for participation, aiming to enhance the capabilities of Protégé Firms and foster long-term business relationships. The BAA is open for the entire fiscal year, with white papers accepted at any time. The overall response date for this BAA is January 30, 2027.

Program Purpose & Scope

The DoD Mentor-Protégé Program provides incentives for major DoD contractors (Mentor Firms) to assist small business concerns (Protégé Firms) in enhancing their capabilities as subcontractors and suppliers for DoD, other Federal, and commercial contracts. The Army's goal is to engage industries to shape and expand the small business industrial base to support its mission. Developmental assistance must focus at least 50% on engineering and technical assistance (technology transfer) and align with Army priority and technology emphasis areas (e.g., AI/ML, Advanced Materials, Autonomy, Cyber, EW).

Contract & Timeline

  • Type: Two-Step Broad Agency Announcement (BAA)
  • Program Duration: Mentor Protégé Agreements (MPAs) have a maximum Period of Performance of three years (36 months).
  • White Paper Submission: Accepted continuously throughout the fiscal year.
  • Overall BAA Response Date: January 30, 2027, 5:00 PM EST.

Submission & Evaluation

White papers with costs over $600,000 annually require additional justification.
  • Step 2: Proposal Invitation: White papers deemed consistent will lead to an invitation to submit technical and cost proposals, due 30 days after release, subject to fund availability.
