Quick Summary

The U.S. Coast Guard (USCG) Great Lakes Oil Spill Center of Expertise (GLCOE) has re-opened its Broad Agency Announcement (BAA) FY 2027 Revision 003 to solicit Research and Development (R&D) proposals for advancing freshwater oil spill preparedness, response, alternative measures, or fundamental science. This BAA aims to operationalize innovative ideas to improve responses in the unique Great Lakes environment. Proposals are due June 18, 2026.

Scope of Work

This BAA seeks R&D projects aligned with four key themes, with specific encouragement for submissions to themes 2-4 to ensure a balanced pool of applicants:

  • Theme 1: Freshwater Oil Spill Preparedness (e.g., detection of submerged oil, modeling, in-situ sensors).
  • Theme 2: Freshwater Oil Spill Response (e.g., uncrewed underwater systems, cold weather technologies, physical recovery).
  • Theme 3: Freshwater Alternative Response Measures (e.g., in-situ burning).
  • Theme 4: Freshwater Fundamental Oil Spill Science (e.g., oil physiochemistry, toxicity, data gaps).

Contractors will execute tasks, milestones, and deliverables outlined in their proposals, including Project Management Plans, Data Management Plans, monthly progress reports, and a final report. All deliverables must be 508-compliant.

Contract Details

  • Type: Broad Agency Announcement (BAA), primarily leading to Firm Fixed Price (FFP) contracts.
  • Funding: Proposals must be less than or equal to $250,000 for a 1-year Period of Performance (PoP). Funding is subject to availability, and there is no guarantee of continuation funding.
  • Period of Performance: One year from contract award, with an anticipated start between January-February. An additional 3 months for final reporting is outside the 12-month PoP but requires a contractor request.
  • Set-Aside: This is an open competition (full and open acquisition). Small businesses are encouraged to propose. Foreign entities are eligible if their country has a treaty agreement with the U.S. for R&D collaboration.

Submission & Evaluation

  • Proposal Submission Deadline: June 18, 2026, at 4:00 PM EST.
  • Questions Due: June 9, 2026, with responses posted by June 10, 2026.
  • Evaluation Criteria (descending order of importance): Importance to GLCOE mandate, scientific and technical merit, funds availability, and cost/price realism and reasonableness.
  • Requirements: Technical proposals are limited to 18 pages (excluding cover, cost proposal, and a 2-page Technical Proposal Summary Page). References and citations are included in the 18-page limit. Offerors may submit one technical proposal per parent theme.
