Key Amendments & Pricing
Amendment 0002 (April 28, 2026) corrected the mandatory Butane-Propane News (BPN) Index location. The new, mandatory baseline for all pricing calculations and evaluations is "AePEX Energy: Las Vegas, NV" from Thursday, April 23, 2026. Offerors MUST submit verifiable proof of this specific posting and use "Attachment 2 - Pricing Schedule (Revised 01-May-2026)" for their quotes. All references to the previous Altamont, UT index have been updated in the solicitation's instructions and evaluation criteria.
Submission & Evaluation
Quotes must be submitted electronically to amy.m.eilerts.civ@army.mil in three volumes: Technical, Past Performance, and Price. Evaluation will follow a Lowest Evaluated Price approach among technically acceptable and responsible offers. A special standard of responsibility requires offerors to demonstrate recent (within 3 years) and relevant (delivering at least 500,000 gallons annually) past performance in bulk propane supply.
