Key Requirements
- Security: Access to NOFORN and/or Naval Nuclear Propulsion Information is required. Offerors must download and email a completed security agreement form to ashton.k.perry.civ@us.navy.mil to obtain drawings.
- Quality Assurance: Contractors must maintain a quality system compliant with ISO-9001 (amplified herein) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025. Alternatively, MIL-I-45208 with MIL-STD-4 is acceptable. Government Quality Assurance at source is required.
- Testing & Certification: Extensive testing is required, including Dye Penetrant Inspection and Radiography for Hull Stem Sleeves, and Non-Destructive Tests for weld repairs. A Certificate of Compliance is mandatory for Special Emphasis Material, along with detailed test certifications (CDRL DI-MISC-80678).
- Welding/Brazing: Procedures and qualification data must be submitted for review and approval prior to performing any welding or brazing, adhering to specifications like S9074-AR-GIB-010A/278.
- Traceability: Strict material traceability is required from raw material to final component, including unique identification markings and comprehensive material certification test reports (CDRL DI-MISC-81020). Electronic signatures on Level I certification documents are accepted under specific controls.
- Configuration Control: Contractors must maintain equipment baseline configuration. Waivers/Deviations and Engineering Change Proposals (ECPs) require Contracting Officer approval.
- Delivery Schedule: Final material delivery is required 365 days after the effective date of the contract. Specific timelines are provided for submission and approval of Certification Data CDRLs, Radiographic Shooting Sketches (RSS), and Production Radiography (PR).
