Project Overview
The project involves providing all necessary A/E services to prepare complete contract drawings, specifications, technical reports, and cost estimates, including construction period services (CPS). The renovation covers approximately 26,300 square feet on the ground floor of the Nashville Campus of the VA Tennessee Valley Healthcare System. The goal is to improve design standardization, operational efficiency, and patient experience by renovating 35-year-old clinics, expanding the infusion clinic, and creating a new registration area to manage patient flow. The scope includes mechanical, electrical, fire alarm, controls, sprinkler, plumbing, architectural, interior design, structural, industrial hygiene, ingress/egress, and fire protection systems. Designs must adhere to current VA and Joint Commission Guidelines, address Facility Condition Assessment (FCA) deficiencies, and ensure equipment serviceability and energy efficiency. The awarded firm will also develop Bid Deduct Alternates of at least 20% of the approved construction budget.

Eligibility & Submission
This is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Firms must be verified as SDVOSB in the SBA Certifications (VETCERT) database and have an active registration in SAM.gov at the time of SF330 submission and prior to award. SF330 packages, limited to 50 pages, must be submitted electronically via email to lara.hampton@va.gov and Jeannette.Morphew@va.gov. Submissions must be in acceptable electronic formats (Microsoft Office, Adobe PDF), with a maximum email size of 5MB, and no password protection or .zip files. Limitations on Subcontracting (FAR 52.219-14) apply, restricting payments to non-similarly situated entities to 50% of the contract performance.
Evaluation Criteria
Selection will follow the Brooks Act (Public Law 92-582), FAR Part 36.102, and VAAR 836.6. SF330s will be evaluated based on demonstrated competence and qualifications. Key factors, in descending order of importance, include: professional qualifications, specialized experience and technical competence, specific experience and qualifications of proposed personnel, capacity to accomplish work, past performance, record of significant claims, firm's reputation, and location in the project's geographical area. Discussions/interviews will be held with at least three of the most highly qualified firms before final selection. The Government will not pay for response costs.
Important Notes
The Nashville VA Medical Center must remain operational throughout construction. Consultants are expected to fully investigate and confirm the validity of existing as-builts and other drawings.
