This presolicitation is for A/E services to renovate approximately 26,300 square feet of space for the Infusion and Specialty Care Clinic and adjacent areas. The project aims to improve design standardization, operational efficiency, and patient experience, addressing Facility Condition Assessment (FCA) deficiencies. Key services include:
- Preparing complete contract drawings, specifications, technical reports, and cost estimates.
- Providing cost control and construction period services (CPS).

Eligibility & Submission Requirements
This is a 100% SDVOSB Set-Aside. Firms must be:
- Verified as SDVOSB in the SAM.gov database (SBA Certifications/VETCERT) at submission and prior to award.
- Registered and active in the System for Award Management (SAM.gov).
- Vendorized through the VA CEP platform (VA Webform 10091).
- Architects and engineers must be registered in a U.S. State or possession. SF330 packages, limited to 50 pages, must be emailed to Lara.Hampton@va.gov and Jeannette.Morphew@va.gov by March 31, 2026, at 10:00 AM CDT. This is a presolicitation; no fee proposal is needed at this stage.
Evaluation Criteria
SF330s will be evaluated based on demonstrated competence and qualifications, following the Brooks Act and VA Acquisition Regulation. Factors, in descending order of importance, include:
- Professional qualifications.
- Specialized experience and technical competence (including energy conservation, pollution prevention).
- Specific experience and qualifications of proposed personnel and their team record.
- Capacity to accomplish work in the required time.
- Past performance (cost control, quality, schedule compliance).
- Record of significant claims.
- Reputation and standing of the firm.
- Location in the general geographical area of the project. Discussions/interviews will be held with at least three highly qualified firms, followed by negotiations with the most preferred firm.
Important Notes
The Government will not pay for proposal preparation costs. The awarded contractor must submit evidence of VETS4212 enrollment. Limitations on subcontracting apply: no more than 50% of the service portion can go to non-similarly situated entities.
