Quick Summary

The Department of Veterans Affairs (VA), Network Contracting Office 6, has issued a Presolicitation Notice for Architect/Engineer (A/E) Design Services to Renovate Restrooms at the Durham VA Medical Center (Project No. 558-26-150). This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Firms are requested to submit SF330s for evaluation. This is not a Request for Proposal; a solicitation package will be issued directly to the most qualified firm.

Purpose & Scope of Work

The A/E firm will provide design services to renovate and/or relocate existing restrooms and locker rooms in Building 1 and Building 23 to ensure compliance with ADA standards for accessibility. The scope includes Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and As-Built Documentation. Key requirements include upgrading a minimum of two patient/public restrooms/locker rooms per floor in each building to be ADA compliant, adding grab bars, insulating exposed sink piping, asbestos sampling and air monitoring, and updating finishes. Power assist hardware should be included where funding allows, particularly on the 7th floor. Note: An amendment clarifies that requirements for overhead booms and existing radiation shielding documentation are not necessary for this project.

Contract Details

  • Contract Type: Firm-Fixed-Price (for A/E services)
  • NAICS Code: 541330 (Engineering Services) with a $25.5 million size standard.
  • Estimated Construction Magnitude: Between $2,000,000 and $5,000,000.
  • Period of Performance: Total A/E contract period is 1,110 calendar days after Notice to Proceed, including 200 days for design and 730 days for Construction Period Services.
  • Projected A/E Award Date: On or before July 10, 2026.

Set-Aside & Eligibility

This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offerors must be a certified SDVOSB, a small business under NAICS 541330, and listed in the SBA certification database. Firms must also be registered and current in the System for Award Management (SAM). A Limitations on Subcontracting clause applies, restricting payments to non-SDVOSB/VOSB firms to no more than 50% of the contract value.

Submission & Evaluation

Interested firms must submit ONE (1) ELECTRONIC SF 330 (Parts I and II, with attachments) to Michael.proctor2@va.gov by March 13, 2026, at 10:00 AM Eastern Time. Submissions must include Cage Code, Dun & Bradstreet Number, Tax ID Number, and the email/phone of the Primary Point of Contact. The A-E Evaluation Board will rank firms based on the following criteria (in descending order of importance):

  2. Specialized experience and technical competence (renovations to meet ADA standards).
  3. Capacity to accomplish work within the required timeframe.
  4. Past performance (cost control, quality, schedule adherence in hospital settings).
  5. Construction Period Services experience.
  6. Location (tie-breaker).
