Purpose & Scope of Work
The A/E firm will provide design services to renovate and/or relocate existing restrooms and locker rooms in Building 1 and Building 23 to ensure compliance with ADA standards for accessibility. The scope includes Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and As-Built Documentation. Key requirements include upgrading a minimum of two patient/public restrooms/locker rooms per floor in each building to be ADA compliant, adding grab bars, insulating exposed sink piping, asbestos sampling and air monitoring, and updating finishes. Power assist hardware should be included where funding allows, particularly on the 7th floor. Note: An amendment clarifies that requirements for overhead booms and existing radiation shielding documentation are not necessary for this project.

Set-Aside & Eligibility
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offerors must be a certified SDVOSB, a small business under NAICS 541330, and listed in the SBA certification database. Firms must also be registered and current in the System for Award Management (SAM). A Limitations on Subcontracting clause applies, restricting payments to non-SDVOSB/VOSB firms to no more than 50% of the contract value.
Submission & Evaluation

The A-E Evaluation Board will rank firms based on the following criteria (in descending order of importance):
