The Department of the Army has issued a Prototype Project Opportunity Notice (PPON) for the Precision Grenadier System (PGS) under the authority of 10 U.S.C. § 4022. This opportunity seeks proposals for the development of up to two prototype Other Transaction Agreements (OTAs) to address a capability gap for Counter Defilade Target Engagement (CDTE) out to 500 meters and Counter-small Unmanned Aerial Systems (C-sUAS). The system will integrate a man-portable weapon, fire control, and a family of ammunition. Proposals are due May 11, 2026, at 1:00 PM EST.

Scope of Work

The selected contractors will develop prototype PGS, including approximately 16 weapons, 28 fire controls, and 25,400 rounds of ammunition (Training Practice, Counter Defilade, Counter-sUAS, and Close Quarters Battle). Deliverables also include spare parts, test barrels, tools/gauges/accessories, engineering support, and the development of Technical Data Packages (TDPs) for the weapon, fire control, and ammunition. Program management, engineering support, and iterative prototyping efforts are required, along with compliance with safety, environmental, and security requirements.

Contract Details

This opportunity will result in up to two competitive fixed-amount Other Transaction Agreements (OTAs), each with an estimated duration of up to four years. There is a potential for follow-on production award(s) without further competition, estimated at $255,531,000 for up to 11,000 weapons and 15,000,000 rounds of ammunition, spare parts, and engineering support. Funding will be obligated incrementally, subject to annual appropriation, with $68M planned for Tasks 0-4 and a total of $72M available for development and hardware. Contractors proceeding ahead of Government authorization do so at their own risk.

Eligibility & Set-Aside

This is not a traditional set-aside. Offerors must meet one of the following conditions to be eligible:

  • At least one nontraditional defense contractor or nonprofit research institution participating significantly.
  • All significant participants are small businesses or nontraditional defense contractors.
  • At least one-third of the total cost is paid by non-Federal Government sources.
  • Senior procurement executive determination for exceptional circumstances. All offerors must have a DUNS number and be registered in SAM.

Submission & Evaluation

Written proposals are due by May 11, 2026, at 1:00 PM EST. Proposals will be evaluated based on five factors: Concept Feasibility (most important), Proposed Threshold Requirements, Special License Agreements, Integrated Master Schedule, and Price (least important). Offerors may submit up to two proposals. The "green cells" in Attachment 4 - Pricing must be completed, and proposed cost share will not be used in the evaluation of Factor 5 - Price. Responses are not required for each line of Section 2 of the SOW; refer to Section 3 for proposal submission instructions.

Key Requirements & Attachments

Bidders must complete an Accounting System Questionnaire if no prior DCAA approval exists. Access to sensitive technical data requires completion of a Technical Data Request Questionnaire, DD Form 2345 (Militarily Critical Technical Data Agreement), and a Non-Disclosure Non-Use Agreement. Compliance with NIST SP 800-171, CUI protection, and other security requirements (e.g., CIAR, AT, OPSEC, IA training) is mandatory. A Business Status Certification (Attachment 19) is also required to confirm eligibility.
