Quick Summary

The Department of the Army, ACC-PICA, has issued a Prototype Project Opportunity Notice (PPON) for the Precision Grenadier System (PGS) under 10 U.S.C. § 4022. This solicitation seeks proposals for the development of a man-portable system integrating a weapon, fire control, and a family of ammunition to defeat personnel in defilade, small unmanned aerial systems (sUAS), and in close quarters. Proposals are due June 1, 2026, at 1:00 PM EST.

Scope of Work

The PGS will address capability gaps for Counter Defilade Target Engagement (CDTE) out to 500 meters and Counter-small Unmanned Aerial Systems (C-sUAS). Key deliverables include:

  • Development and delivery of approximately 16 weapon prototypes, 18 fire control prototypes, and 25,400 rounds of ammunition (Training Practice, Close Quarters Battle, Counter Defilade, C-sUAS).
  • Provision of spare parts, test barrels, tools/gauges/accessories, and engineering support.
  • Development of Technical Data Packages (TDPs) and Interface Control Documentation (ICD).
  • Compliance with rigorous safety, environmental, and testing requirements, including extensive prototype testing outlined in Attachment 9.

Contract & Timeline

  • Type: Up to two competitive fixed-amount Other Transaction Agreements (OTAs) for prototype development.
  • Duration: Each OTA is estimated for up to four years.
  • Funding: The Government plans to obligate funding incrementally, with an initial $17M at award for Task 0, and subsequent tasks totaling $72M over the project lifecycle.
  • Eligibility: Offerors must meet specific conditions, such as significant participation by a nontraditional defense contractor or nonprofit research institution, all significant participants being small businesses or nontraditional defense contractors, or at least one-third of project costs from non-Federal sources.
  • Proposal Due: June 1, 2026, 1:00 PM EST.
  • Published: April 30, 2026.

Evaluation Factors

Proposals will be evaluated based on a best-value approach across five factors:

  1. Concept Feasibility (most important)
  2. Proposed Threshold Requirements (most important)
  3. Special License Agreements
  4. Integrated Master Schedule
  5. Price (least important) The overall proposal page limit has been updated to 40 pages.

Key Attachments & Notes

  • Special License Agreements (SLAs): Sample SLAs for Weapons, Ammunition, and Fire Control (Attachments 16, 17, 18) detail the Government's rights to data (Government Purpose Rights, Unlimited Rights) and are crucial for understanding intellectual property implications.
  • Pricing: Attachment 4 (Pricing) requires bidders to fill in green cells for specific efforts and prototype assets. Proposed cost share will not be used in the evaluation of Factor 5 - Price.
  • Submission: Proposals must be submitted electronically via the DOD SAFE site.
  • Follow-on Potential: Successful prototyping may lead to follow-on production awards without further competition.
  • Security Requirements: Attachment 11 outlines requirements for handling CUI, NIST SP 800-171 compliance, and various training (CIAR, AT, OPSEC).
  • Accounting System: Attachment 21 requires an Accounting System Questionnaire if no prior DCAA approval exists.
