Purpose & Scope

This PPON, issued by W6QK ACC-PICA, seeks industry solutions for a man-portable Precision Grenadier System (PGS). The system will integrate a weapon, fire control, and a family of ammunition (Training Practice, Counter Defilade, Counter-sUAS, and Close Quarters Battle). The goal is to develop and test prototypes to ensure a safe, suitable, and effective system. Key deliverables include approximately 16 weapon prototypes, 18 fire control prototypes, and 25,400 rounds of ammunition, along with spare parts, test barrels, tools, gauges, accessories, and engineering support. Development of Technical Data Packages (TDPs) and Interface Control Documentation (ICD) is also required.

Contract Details

The Government anticipates awarding up to two competitive fixed-amount Other Transaction Agreements (OTAs), each with an estimated duration of up to four years. Funding will be obligated incrementally, with initial funding of $17M at award, followed by $13M in 1QFY27, $10M in 3QFY27, $17M in 1QFY28, and $15M in 3QFY28. Successful prototyping may lead to follow-on production awards without further competition, with an estimated scope of approximately 11,000 total weapons and fire controls.

Eligibility & Submission

Offerors must meet at least one of the following conditions to be eligible:

  • Significant participation by a nontraditional defense contractor or nonprofit research institution.
  • All significant participants are small businesses or nontraditional defense contractors.
  • At least one-third of the project cost is from non-Federal sources.
  • Exceptional circumstances justifying innovative arrangements. Offerors must have a DUNS number and be registered in SAM.gov. Proposals are due by June 1, 2026, at 1:00 PM EST and must be submitted electronically via the DOD SAFE site. Responses to Section 2 of the PPON (SOW) are not required individually and do not count towards the 30-page limit; refer to Section 3 for proposal instructions. Graphics and tables can use alternate fonts/sizes but must be in English.

  5. Price (least important) The proposed cost share, if applicable, will not be used in the evaluation of Factor 5 - Price.
