Amendment / Modification

This amendment (Amendment 05) to Solicitation No. 1202SC21Q2205 for Call When Needed Mobile Shower Units (CWNMSU) BPA 2024 Annual Review makes the following changes:

• Updated Section B.3.1: Clarified "Unisex" & "Total" shower stall spaces, and added "(# Sinks)" space and "(if applicable)" for wash basins. This update also clarifies that sinks may be part of the unit and not a separate trailer, meaning a Unit Identification Number (UIN) would not be needed.

• Existing BPA Holders: Companies with existing BPAs are not required to submit complete packages. They only need to complete the form in Section B.3 and submit a signed copy of Amendment 05.

This amendment (Amendment 04) to Solicitation 1202SC21Q2205 extends the deadline for quote submission and allows for new companies to submit quotes.

• Wage Determination Update: The wage determination for this solicitation has been updated to Wage Determination No. 1995-0221, Revision No. 54, dated 10/20/2021.

• COVID-19 Protocols Clause Removal: FAR Clause 52.223-99, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors, has been deleted in accordance with OMB guidance. Proposals should no longer include contingencies for this executive order. The requirements revert to those in effect prior to Amendment 2. Federal agency workplace safety protocols for Federal buildings and facilities still apply.

• Technical Proposals: No revisions to technical proposals will be considered as this amendment does not alter the technical requirements of the solicitation.

This amendment (Amendment 02) to Solicitation 1202SC21Q2205 serves to update the solicitation with changes identified since its initial issuance.

Key changes include:

• Incorporation of a deviation FAR clause 52.223-99, "Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors." This clause will be included in any resulting contract.

Solicitation / RFP / RFQ

This solicitation seeks offers for "Call When Needed Mobile Shower Units" (CWNMSU) to be used nationwide for fire suppression activities and All-Hazard incidents. The U.S. Forest Service intends to establish Blanket Purchase Agreements (BPAs) with multiple offerors.

• Provision of commercially available mobile shower units.

• Units must meet specific equipment requirements detailed in Exhibit D.1, including minimum showerheads, potable water storage, gray water capacity, sanitation standards, and safety features.

• Offerors must provide a Designated Dispatch Point (DDP) within the contiguous Western United States.

• Services include labor, equipment, materials, taxes, insurance, transportation, lodging, and trained personnel.

• The resultant BPAs will be effective from the date of award through April 30, 2031, with annual reviews.
