The contract is not for purchasing supplies, services, or Architect and Engineer (A-E) services.

Coefficients (Normal, Other Than Normal, Non-Pre-Priced) must include all indirect costs, overhead, profit, insurance, taxes, mobilization, project management, and other business/construction-related expenses not covered by unit prices. eGordian fees are the contractor's responsibility.

Evaluation Factors
Award will be based on a Lowest Priced Technically Acceptable (LPTA) best-value source selection process, considering Technical Capability and Past Performance. Past performance will be evaluated using new Past Performance Questionnaires (PPQs), and past performance of affiliates or parent companies may be considered if they have meaningful involvement.

- Bonding: An offer guarantee is not required; a Bonding Capacity Letter satisfies bonding requirements. Performance and Payment Bonds are applicable to individual task orders.
- Key Personnel: Requires a Program Manager, Superintendent, Safety and Health Officer, and Quality Control Manager with specific experience. The Superintendent must be capable of supervising more than 5 projects simultaneously.
- Wage Rates: Compliance with Davis-Bacon Act prevailing wage rates (Residential, Building, Heavy, and Heavy & Highway) for Cumberland and Dauphin Counties, PA, is mandatory.
