Quick Summary

The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) has issued a Request for Information (RFI) to identify qualified businesses capable of providing Case Coordination Services for Unaccompanied Alien Children (UAC). This RFI is for market research purposes and is not a solicitation. Responses will help determine the appropriate acquisition method. Responses are due March 12, 2026.

Scope of Work

ORR seeks a contractor to develop and maintain case coordination programs that provide child welfare-based, third-party recommendations (TPR) regarding the care and release of UACs in ORR custody. Key objectives include:

  • Ensuring safe and timely reunifications with family, transfers, and placements.
  • Identifying UACs with special or developmental needs and corresponding services.
  • Integrating assessments from Case Managers, Child Advocates, and Clinicians into release plans. Services are required across ORR's standard network and Influx Care Facilities (ICFs), potentially involving travel. Bilingual (English/Spanish) case coordinators are preferred, and staff will require background checks and access to the UC Manual and Procedures (UC MAP) system.
