Quick Summary
The Department of Health and Human Services (HHS), specifically the Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR), has issued a Request for Information (RFI) for Case Coordination Services. This RFI seeks to identify qualified businesses capable of developing and maintaining programs to provide child welfare-based, third-party recommendations for the care and release of Unaccompanied Alien Children (UAC) in ORR custody. The purpose is to gather information to determine the appropriate acquisition method. Responses are due March 12, 2026.
Scope of Work
The contractor will develop and maintain case coordination programs to provide child welfare-based recommendations regarding the care and release of UACs. This includes facilitating safe and timely reunifications with family, transfers, and placements, as well as identifying UACs with special or developmental needs and corresponding services. Services begin when ORR accepts a UAC from CBP and end upon release, the child turning 18, or final disposition of their immigration case. A draft Performance Work Statement (PWS) outlines providing recommendations on UAC cases, integrating assessments from various stakeholders, and performing services across ORR's standard network and Influx Care Facilities, potentially requiring travel. Bilingual (English/Spanish) case coordinators are preferred.
