Quick Summary

The Department of Health and Human Services (HHS), Office of Refugee Resettlement (ORR), is issuing a Request for Information (RFI) for Case Coordination Services. This RFI seeks to identify qualified businesses capable of developing and maintaining programs to provide child welfare-based recommendations for the care and release of Unaccompanied Alien Children (UAC) in ORR custody. Responses are due March 12, 2026.

Purpose & Scope

This RFI is for market research purposes only and is not a solicitation. The government aims to gather information on industry capabilities to assist in determining the appropriate acquisition method. The contractor will develop and maintain case coordination programs to provide third-party recommendations (TPR) regarding UAC care and release. This includes facilitating safe and timely reunifications, transfers, and placements, as well as identifying UACs with special or developmental needs and corresponding services. Services are provided across ORR's standard network and Influx Care Facilities (ICFs), potentially requiring travel. Key responsibilities include integrating assessments from various stakeholders into release plans.

Anticipated Contract Details

  • Type: Request for Information (RFI) / Sources Sought
  • Anticipated Period of Performance: Estimated September 30, 2026, through September 29, 2027 (base year) with four one-year option periods. A draft PWS indicates a potential overall period from June 30, 2026, to December 29, 2030.
  • Set-Aside: None specified
  • Product Service Code: R401 (Personal Care Services)
  • Special Requirements: Bilingual (English/Spanish) case coordinators are preferred. Contractors must avoid conflicts of interest with ORR or its UAC service providers, comply with ORR policies (including Zero Tolerance for sexual abuse/harassment), and ensure staff with direct UAC access undergo background checks. Access to the UC Manual and Procedures (UC MAP) system will be required.

Response Requirements

Respondents must submit a capability statement addressing the requested services and complete the provided Customer Survey (RFI_Attach_1). The survey requests detailed information on company background, contracting vehicles, capabilities, experience with vulnerable populations, language/cultural competency, data security, and compliance history.

Important Notes

This notice does not obligate the Government to award a contract or pay for information provided. Responses will not be considered adequate responses to a future solicitation. No proprietary, classified, confidential, or sensitive information should be included in responses. Inquiries should be directed to Sharee Richardson at Sharee.Richardson@hhs.gov.
