• Compliance and risk history, including child abuse or neglect citations.
• Language and cultural competency.
• Country-specific and cultural experience, particularly with children from specific Central American countries.
• Experience with federal immigration and law enforcement agencies, and immigration documentation processes.
• Experience with child welfare, Office of Refugee Resettlement (ORR) programs, and legal services.
• Experience with safety, risk, and incident management for children.
• Experience with medical records and health coordination for children.
• Experience with legal and post-release services for unaccompanied children.
• Understanding of TVPRA-mandated services.
• Experience serving vulnerable populations (homeless, runaway, exposed to violence, trafficking, substance use, mental health needs, trauma).
• Experience with children aging out of ORR care.
• Experience with referrals and resource coordination.
• Information systems for case management.
• Data storage and security, including PII and PHI safeguards.
• Media and public communications experience related to unaccompanied children.

• Company Information: Name, address, Unique Entity Identifier (UEI), contact details, physical location, and business categories (e.g., Large Business, SDB, WOSB, HUBZone, SDVOSB).
• Contracting Information: Current contract vehicles (GWACs, GSA MAS), recommended contract types, NAICS codes, subcontracting needs, and lead time for contract performance.
• Capability and Experience: Whether the company provides the service commercially, capability to perform all required services, similar past experience, and sufficiency of draft requirements documents.
• Industry Questions: Focuses on startup readiness, proposal development support needs, quality improvement models, compliance and risk history (specifically regarding child abuse/neglect), language and cultural competency, country-specific experience (Guatemala, El Salvador, Honduras), federal/immigration agency experience, immigration documentation processes, ORR network knowledge, safety/risk management, medical records coordination, legal/post-release services, TVPRA-mandated services, experience with vulnerable populations (homeless, runaway, trafficking, substance use, mental health, etc.), experience with aging-out youth, referrals, case management systems, data storage/security (PII/PHI), and media communications.

This RFI survey is crucial for potential bidders to understand the government's information needs and the specific areas of expertise and experience the government is seeking for Case Coordination Services. Responding to this RFI allows vendors to share their capabilities directly with the government, potentially influencing future solicitations and demonstrating their suitability for the requirement.

Statement of Work (SOW) / Performance Work Statement (PWS)

To develop and maintain case coordination programs that provide child welfare-based, third-party recommendations (TPR) for the care and release of Unaccompanied Alien Children (UAC) in ORR custody. The recommendations aim for safe and timely reunifications, transfers, and placements, and identification of UACs with special needs.

• Provide child welfare-based recommendations on UAC cases, focusing on safe and timely release, identification of children with special needs, and placement recommendations.

• Integrate assessments from Case Managers, Child Advocates, Clinicians, and other stakeholders into release plans.

• Services are provided across ORR's standard network and Influx Care Facilities (ICFs), potentially requiring travel.

• Performance requirements are based on policy, regulations, and guidelines.

• Contractor must stay updated with policy and regulatory changes.

• Base period of 12 months from contract award, with three subsequent 12-month option periods.

• Period of Performance: June 30, 2026 – December 29, 2030.

• Services performed remotely, at contractor site, and/or at care provider locations.

• Bilingual (English/Spanish) case coordinators are preferred.

• Contractors may not have a conflict of interest with ORR or its UAC service providers.

• Compliance with ORR policies, including Zero Tolerance Policy for sexual abuse and harassment.

• Access to UC Manual and Procedures (UC MAP) system.

• Background checks required for staff with direct access to UAC.
