Scope of Work
ORR seeks a contractor to develop and maintain case coordination programs that provide child welfare-based, third-party recommendations (TPR) regarding the care and release of UACs in ORR custody. Key objectives include:
- Ensuring safe and timely reunifications with family, transfers, and placements.
- Identifying UACs with special or developmental needs and corresponding services.
- Integrating assessments from Case Managers, Child Advocates, and Clinicians into release plans. Services are required across ORR's standard network and Influx Care Facilities (ICFs), potentially involving travel. Bilingual (English/Spanish) case coordinators are preferred, and staff will require background checks and access to the UC Manual and Procedures (UC MAP) system.

Information Sought
Respondents must provide a capability statement addressing the requested services and complete the Customer Survey. The survey requests detailed information on company background, contracting vehicles, capability and experience (including commercial service provision, past performance, startup readiness, quality improvement models, compliance history, language/cultural competency, country-specific experience, federal/immigration agency experience, and data security), and experience with vulnerable populations and TVPRA-mandated services.
