Scope of Work
The contractor shall provide all personnel, equipment, labor, tools, and supervision necessary to develop a religious education program, teach the curriculum, and accomplish administrative services as defined in the Statement of Work (SOW). Key responsibilities include:
- Providing Catholic Religious Education Sunday Services.
- Developing and maintaining a comprehensive Catholic RE Program for military, dependents, and authorized personnel.
- Coordinating and conducting weekly Sunday RE classes (September-June) and an annual one-week Vacation Bible School (VBS).
- Overseeing the youth ministry program, including material ordering, retreats, fundraisers, and field trips.
- Recruiting, training, and managing volunteers for the RE program.
- Coordinating with the Contract Catholic Priest and SBD 3 Delta Chaplain for program direction and event approval.

Evaluation Criteria
Award will be made to the quoter whose quotation is most advantageous to the Government, considering:
- Factor 1 – Technical Capability: Evaluation of capabilities, relevant experience in Catholic religious education, experience in a parish or military chapel setting, and ability to manage sacramental preparation and volunteer coordination.
- Factor 2 – Past Performance: Evaluation of relevant past performance information.
- Factor 3 – Price: Evaluation for completeness and reasonableness. Technical Capability and Past Performance, when combined, are more important than Price.
Special Requirements (from SOW)
Contractor personnel must be confirmed Roman Catholics in good standing with at least three years of experience in religious education and administration. They must possess computer and word processing skills, be able to work in a pluralistic environment, pass a background investigation, complete AMS approved Safe Environment Training, hold a high school diploma or GED, be at least 18 years of age, and maintain a favorable security clearance.
