This Statement of Work (SOW) outlines the requirements for a Catholic Religious Education Coordinator (Catholic RE Coordinator) to provide religious education services for children aged 18 and under at Los Angeles Air Force Base (LAAFB), El Segundo, California. The services are to be delivered in accordance with the guidelines of the Archdiocese for Military Services (AMS) for Saturday and Sunday Catholic Mass.

• Develop and teach a religious education program using an approved Catholic curriculum.

• Provide Sunday Catholic Religious Education services, typically held at 0900 hrs, and for all Holidays/Holy Days of Obligation.

• Coordinate and perform weekly Sunday RE classes (September through June) and Vacation Bible School (VBS) for one week in August.

• Oversee the youth ministry program for junior and senior high students, including ordering educational materials, coordinating retreats, lock-ins, fundraisers, and field trips.

• Recruit, train, and manage volunteers for the Catholic RE Program.

• Maintain statistical records, including attendance and volunteer training records.

• Coordinate with the Contract Catholic Priest and AMS guidelines for sacramental preparation (First Reconciliation, Confirmation).

• Publicize Catholic and Ecumenical events through various media channels.

• Maintain sufficient RE supplies and manage the Catholic RE Program budget.

• Services are generally measured monthly.

• Key performance objectives include: being present and teaching on all Sundays, coordinating classes with the Catholic Priest, providing timely notice and approved substitutes for absences, and maintaining a low number of substantiated performance complaints (no more than two validated complaints during the 6-month base period).

• A quarterly Religious Education Program status update is required, including enrollment, volunteer staffing, issues, upcoming events, and resource considerations.

• The contract includes one (1) Base Period of ten (10) months (March 29, 2026, to January 28, 2027) and four (4) Option Years of twelve (12) months each.

• Services are to be performed at Los Angeles Air Force Base (LAAFB), El Segundo, California.

• Contractor personnel must be confirmed Roman Catholics in good standing with at least three years of experience in religious education and administration.

• All contractor personnel and volunteers must undergo a background investigation compliant with DoDM 1402.05, especially due to working with children under 18.

• Contractor personnel must possess computer and word processing skills and be able to work in a pluralistic environment.

• AMS approved Safe Environment Training and AMS Religious Education certification must be completed and maintained.

• Contractor must provide at least one week's notice for any leave of absence and ensure an approved substitute is provided.

• Professional dress and appearance standards are required, including specific attire guidelines for liturgies.

• The Contractor must maintain a Favorable clearance (IAW AFI 31-501).

• Performance will be evaluated based on objectives such as presence, coordination, substitution notice, and substantiated complaints.

• No more than three fails in one contract year or two fails in the 6-month base period for substitution requirements.

• No more than two validated complaints during the 6-month base period.

• Base Period: Ten (10) months (March 29, 2026, to January 28, 2027).

• Four (4) Option Years, each twelve (12) months long.

• Services to be performed at Los Angeles Air Force Base (LAAFB), El Segundo, California.

• Contractor personnel must be confirmed Roman Catholics in good standing with at least three years of experience in religious education and administration.
