Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for a Catholic Religious Education Coordinator to develop and manage a Catholic religious education program for children ages 18 and under at Los Angeles Air Force Base (LAAFB), El Segundo, California. The program will utilize an approved Catholic curriculum and adhere to the guidelines of the Archdiocese of Military Services.

• Provide Catholic Religious Education Sunday Services, including teaching the curriculum and accomplishing administrative services.

• Develop and maintain a comprehensive Catholic RE Program for military, dependents, and authorized personnel.

• Coordinate and conduct weekly Sunday RE classes (September-June) and a one-week Vacation Bible School (VBS) annually (May-September).

• Oversee the youth ministry program for junior and senior high, including ordering materials, coordinating retreats, fund raisers, and field trips.

• Recruit, train, and manage volunteers for the RE program.

• Coordinate with the Contract Catholic Priest and SBD 3 Delta Chaplain for program direction, material selection, and event approval.

• Contractor must provide services on Sundays, including Federal Holidays or Holy Days of Obligation.

• Performance will be evaluated based on objectives such as presence, coordination, substitution notice, and substantiated complaints.

• No more than three fails in one contract year or two fails in the 6-month base period for substitution requirements.

• No more than two validated complaints during the 6-month base period.

• Base Period: Ten (10) months (March 29, 2026, to January 28, 2027).

• Four (4) Option Years, each twelve (12) months long.

• Services to be performed at Los Angeles Air Force Base (LAAFB), El Segundo, California.

• Contractor personnel must be confirmed Roman Catholics in good standing with at least three years of experience in religious education and administration.

• Must possess computer and word processing skills and the ability to work in a pluralistic environment.

• All contractor personnel and volunteers must pass a background investigation compliant with DoDM 1402.05.

• Contractor must complete AMS approved Safe Environment Training and maintain certification.

• Contractor must hold a high school diploma or GED and be at least 18 years of age.

• Maintain a favorable security clearance (IAW AFI 31-501).

• Professional dress and grooming standards apply.

• Contractor must maintain an active personal e-mail address and telephone for communication, responding within 24 hours.
