Evaluation Criteria
Award will be made to the responsible offeror whose proposal is most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) approach.
- Price: Evaluated for fairness, reasonableness, and balance.
- Technical Plan: Must demonstrate how all Statement of Work (SOW) requirements will be met and receive an "Acceptable" rating.
- Past Performance: Offerors must provide 1-3 relevant experiences in transportation services within the Central America region. If regional experience is unavailable, the best alternative similar experience should be provided. No trade-offs between price and technical merit are permitted.
Special Requirements
This is a non-personal services contract. Contractors must comply with all applicable US and Host Nation regulations, safety laws, and procedures. Required insurance includes Defense Base Act (DBA), General Liability, and Automobile Liability. Background checks and security clearance requirements apply to contractor employees. A Contract Manager and Alternate Contract Manager are required.
