Scope of Work
The contractor shall provide all personnel, equipment (including flatbeds, lowboys, Removable Goose Neck (RGN) trailers, 10K forklifts with extended forks, and six pressure washers), supplies, facilities, transportation, tools, materials, and supervision. Key services include:
- Line haul transportation of supplies, materials, equipment, and containers.
- Coordination with Soto Cano AB, JTF-B J-4 for entry passes and documentation.
- Customs broker services for Honduras and El Salvador.
- Agricultural cleaning and inspection services to ensure equipment is 100% free of pest infestations, soil, and dirt.
- Ensuring uninterrupted line-haul service with backup vehicles available within 4 hours of a breakdown.
- Providing regular status reports to the COR every 4 hours.

Evaluation Criteria
Award will be made to the responsible offeror whose offer is most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) approach.
- Price: Evaluated for fairness, reasonableness, and balance.
- Technical Plan: Must demonstrate how all Performance Work Statement (PWS) requirements will be met and receive an "Acceptable" rating.
- Past Performance: Minimum of one, maximum of three, relevant experience in transportation services in the Central America region is required. If no regional experience, similar experience should be provided. No trade-offs between price and technical merit are permitted.
