Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for a comprehensive cross-connection survey of Fairchild Air Force Base's (FAFB) water system. The primary goal is to protect the potable water supply from potential contamination and ensure compliance with federal, state, and local regulations, as well as industry best practices.

The contractor will conduct a physical observation and survey of the entire premise, including transmission and distribution lines, and in-premise protection for all FAFB water systems, including geographically separated units (GSUs). This includes inspecting vaults, Air Relief Valves (ARVs), insertion-extraction points, hose bibs, irrigation connections, and fire protection systems. The survey will identify actual or potential cross-connections, evaluate the adequacy of existing backflow prevention devices (BFDs), identify deficiencies, and recommend corrective actions.

Key areas to be surveyed include:

• Premise and In-Premise Protection
• Irrigation Systems (with an estimated 10% additional unaccounted connections)
• Fire Protection Systems
• Geographically Separated Units (GSUs), including Ft. Wright Wells & Cemetery, Geiger Reservoir, White Bluff, Ruby Creek, Tacoma Creek, and Clear Lake Recreation Area.

The survey will exclude Balfour Beatty-contracted housing units.

• Survey Execution: July 1, 2026, to September 30, 2026.

• Compliance with applicable codes and standards, including DAFMAN 32-1067, AFI 48-144, UFC 3-230-01, UFC 3-420-01, WAC Title 246-290-490, Uniform Plumbing Code, AWWA M14 Manual, USC Manual of Cross-Connection Control, and Washington State DoH Guidance.

• Identification and documentation of deficiencies, risk levels, and corrective actions.

• Development of a detailed cost estimate for corrective actions.

• Contractor personnel must hold appropriate certifications in cross-connection control and backflow prevention (e.g., Washington State-certified Cross-Connection Control Specialist).

• Adherence to OSHA standards and installation-specific safety protocols.

• Implementation of proper water quality protection measures.

• Deliverables include a Preliminary Survey Report (within 45 days of completion) and a Final Report (within 90 days of completion), including executive summaries, lists of deficiencies, BFD assessments, corrective action recommendations, cost estimates, and annotated maps.

• Site access, access to restroom facilities, and electrical power within government-owned facilities.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for a Civil Engineering Squadron (CES) Cross-Connection Survey at Fairchild AFB. The acquisition is a 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) code is 541620 “Environmental Consulting Services”.

• Conduct a comprehensive survey of Fairchild AFB's water systems (transmission, distribution, and in-premise protection), including vaults, Air Relief Valves (ARVs), irrigation connections, etc.

• Utilize physical observation and industry standard practices.

• Provide documentation verifying personnel possess required certifications in cross-connection control and backflow prevention.

• The government will provide maps with known GIS coordinates of Backflow Prevention Devices (BFDs) if available.
