Quick Summary

The Department of the Air Force is soliciting proposals for a CES Cross-Connection Survey at Fairchild Air Force Base, WA. This Combined Synopsis/Solicitation (RFQ) is a Total Small Business Set-Aside to identify and mitigate cross-connection risks in the base's water system. Proposals are due May 5, 2026, at 5:00 PM PT.

Scope of Work

The contractor will conduct a comprehensive physical observation and survey of Fairchild AFB's entire water system, including transmission, distribution lines, and in-premise protection. This involves inspecting vaults, Air Relief Valves (ARVs), irrigation connections, and fire protection systems across the main base and Geographically Separated Units (GSUs) such as Ft. Wright Wells & Cemetery, Geiger Reservoir, and Clear Lake Recreation Area. The survey aims to identify actual or potential cross-connections, evaluate existing Backflow Prevention Devices (BFDs), document deficiencies, and recommend corrective actions with cost estimates. Balfour Beatty-contracted housing units are excluded from the survey.

Key appendices provide detailed information:

  • Appendix A (AF Form 848): Inventory of Cross-Connection Control and BFDs.
  • Appendix B1 & B2 (Backflows Maps): Maps of the water system and Skils'kin Irrigation, showing water lines, BFDs, and points of interest.
  • Appendix C1 & C2 (Connections Lists): Annual Survey Report of BFDs (locations, testing status, maintenance history) and a Builder Final 09 Report with detailed building information.
  • Appendix D: List of devices outside the Automated Systems Record (ASR), including irrigation BFDs.

  • Period of Performance: Survey execution from July 1, 2026, to September 30, 2026.
  • Place of Performance: Fairchild AFB, WA 99011.
