This is a Request for Quotes (RFQ) to procure Bulk Liquid Oxygen - Delivery and Rental services for the Veterans Integrated Southeast Network (VISN 7) Medical Centers, specifically the Ralph H. Johnson VAMC in Charleston, South Carolina. The contract will establish a committed source for medical-grade liquid bulk oxygen. This acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

• Provision of medical-grade liquid bulk oxygen.

• Contractor-owned bulk oxygen tanks with appropriate backup systems.

• Installation of new tanks if required.

• Delivery of bulk oxygen within two (2) days After Receipt of Order (ARO) or as specified.

• 24/7 emergency contact information.

• In-service training on refill procedures, maintenance, and emergency shutdowns.

• Verification and written accuracy of all gauges.

• Delivery monitoring by a qualified and trained technical representative.

• Provision of a Certificate of Analysis with each delivery.

  • Subfactor B: Relevant permits/licenses and certifications.
  • Subfactor C: Liability insurance documentation.
  • Subfactor D: Site visit completion and written issue identification.

• Price will be evaluated for reasonableness.

• This acquisition is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

• Offerors must be certified and listed in the SBA certification database at the time of offer and award.

• Offerors must be registered in SAM.

• A site visit is mandatory for all contractors intending to respond. Failure to conduct a site visit may result in disqualification.
