Scope of Work
The contractor shall provide medical-grade liquid bulk oxygen, including contractor-owned tanks with appropriate backup systems (e.g., reserve tank or cylinder bank), and install new tanks if required. Key requirements include delivery within two (2) days After Receipt of Order (ARO), 24/7 emergency contact, in-service training, gauge verification, delivery monitoring, and a Certificate of Analysis with each delivery. Compliance with OSHA standards is mandatory. A 60-day transition period is included in the Statement of Work. The requirement for contractor personnel to check in with ECC has been removed for this VAMC.
Contract Details
This will be a Fixed Firm Price Purchase Order with a period of performance consisting of one (1) Base Year (April 1, 2026 - March 31, 2027) and four (4) one-year option periods. Estimated quantities are provided, but no guarantee of purchase is made. CLINs 0005 and 0006, covering Hazmat and Delivery Fees, are confirmed as monthly fees rather than per delivery.
Submission & Evaluation
Quotes must be submitted electronically by February 27, 2026, at 12:00 PM EST to chad.dinkins1@va.gov and chelsea.smith1@va.gov. The evaluation will follow a Lowest Priced Technically Acceptable (LPTA) approach. Technical acceptability will be assessed based on experience providing bulk liquid oxygen services, relevant permits/licenses, liability insurance, and the completion of a mandatory site visit with written issue identification. Price will be evaluated for reasonableness.
Eligibility & Notes
This acquisition is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Offerors must be certified and listed in the SBA certification database at the time of offer and award, and registered in SAM. A mandatory site visit is required for all contractors intending to respond, and must be completed by the 23rd of the month; failure to do so may result in disqualification. Questions regarding the solicitation were due by February 5, 2026.
