Scope of Work
This project involves replacing twenty-three (23) existing Edwards EST-3 Fire Alarm Control Panels (FACPs) with new Edwards EST-4 FACPs. The upgrade requires seamless integration with existing field devices and the current FireWorks system, along with the design and installation of a redundant network configuration. Key tasks include:
- Replacing all EST-3 FACPs with EST-4 FACPs.
- Maintaining the existing FireWorks system and integrating with current fire detection devices.
- Ensuring compliance with current fire codes and standards, including NFPA 72, NFPA 70, and UFC.
- Providing comprehensive documentation, including as-built drawings and O&M manuals, and training for CMSFS personnel.
- Replacing all Local Rail Modules (LRMs) and 3-CHAS7 chassis assemblies.
- Contractors are responsible for patch, repair, and paint for flush-mounted annunciator and Local Operating Console (LOC) installations.
- Adherence to cyber security requirements and Operations Security (OPSEC) Standard Operating Procedures for access to sensitive areas.

Submission & Evaluation
Quotes must be limited to 30 pages and submitted in three parts: a Priced Quote, Technical Documentation, and Past Performance. Technical documentation must confirm:
- NICET Level II certification in Fire Alarm Systems.
- Edwards FireWorks System manufacturer's certification.
- Colorado state fire alarm work license.
- A Project Management Plan and Preliminary Schedule (Attachment 4). Past performance will be evaluated based on 1-3 projects of similar scope within the last 5 years, using CPARS, SAM.gov, or a Past Performance Questionnaire. Award will be made on a Lowest Evaluated Price Technically Acceptable (LPTA) basis to the responsible offeror whose quote is most advantageous, meeting acceptable technical and past performance criteria.
Eligibility & Special Requirements
This is a Full and Open Competition under NAICS Code 334290 – Other Communications Equipment Manufacturing, with a size standard of 800 employees. All companies must be registered in SAM.gov. Contractors are responsible for providing their own escorts within the Restricted Area, possessing a Cheyenne Mountain Restricted Area badge with escorting privileges. On-site space for material staging can be made available. The government does not intend to provide existing as-built drawings, as they are likely inaccurate.
