Solicitation / RFP / RFQ

This solicitation is for the construction of an 800,000-gallon elevated potable water storage tank at Moron Air Base, Spain. The estimated magnitude of this project is between $1,000,000 and $5,000,000 U.S. Dollars. The actual extent of work requirements will be governed by the specifications and drawings.

• Construction of an 800KGal elevated potable water storage tank.

• Project location: Moron Air Base, Spain.

• The work must comply with Spanish legislation for the execution of Government works.

• Spanish material, labor, and equipment shall be used whenever feasible.

• Contract Type: Firm Fixed Price.

• Period of Performance: 365 calendar days from the Notice to Proceed.

• Estimated Magnitude: $1,000,000 - $5,000,000 USD.

• Proposal Submission Deadline: 06 May 2026, 1200 hours local time.

• Bids must be submitted electronically in CD form with .pdf format files to the address in Block 7 of the SF 1442. A printed copy is recommended.

• Bids will be evaluated without discussions.

• Evaluation will be based on price and price-related factors to the lowest responsive bidder.

• Offerors must be registered and active in SAM.

• This solicitation is intended ONLY FOR LOCAL SOURCES. Local sources are defined as those normally resident, licensed, and registered to conduct construction business in Spain. Offers from non-local sources will not be considered.

• A pre-proposal conference and site visit will be held on 20 April 2026 at 1300 hours local time.

• Questions must be submitted via email no later than 27 April 2025.

• Funds are not presently available within USAFE to fund this project; bid acceptance period should be valid through 31 Dec 2025.

• The Government reserves the right to cancel this solicitation at any time.

• A Bank Letter of Guarantee is required within ten (10) calendar days after contract award.

This project aims to complete the design for an elevated water tank at Morón Air Base, Spain, to meet fire fighting and three-day self-sustaining water storage requirements.
