Contract Details
Awards will be fixed-price and may include FAR-based contracts, Purchase Orders, Other Transaction Agreements (OTAs), and/or Bailment Agreements. Prototype OTAs, authorized under 10 U.S.C. 4022, may lead to follow-on production contracts without further competition. Eligibility for prototype OTAs requires significant participation by a nontraditional defense contractor or nonprofit research institution, or all significant participants being small businesses/nontraditional, or at least one-third of the project cost from non-Federal sources.
Submission & Evaluation
The process involves three phases:
- Phase 1: Solution Briefs (or White Papers for specific AOIs) - evaluated for innovation, relevance, technical merit, and feasibility.
- Phase 2: Pitch Session - invited proposers demonstrate solutions and discuss viability.
