Purpose & Scope

NSWC Crane aims to rapidly select and integrate innovative commercial technologies, processes, or methods to address capability gaps and enhance mission effectiveness for the Warfighter. This includes commercially-available technologies, concept demonstrations, pilots, and agile development activities. The CSO focuses on three key technological exploration areas:

  • Expeditionary Warfare: Autonomous solutions with a focus on payload and sensor integration for multi-domain, uncrewed, and counter-crewed systems in the Indo-Pacific region.
  • Strategic Missions: Fleet Readiness and Modernization, and Hypersonics, requiring collaboration for ballistic missile systems.
  • Electromagnetic Warfare: Non-kinetic expertise and electromagnetic spectrum dominance, supporting multi-domain integrated solutions.

Process & Evaluation

The CSO employs a three-phased competitive process:

  1. Phase 1: Solution Briefs (up to 5 pages or 15 slides) are submitted in response to specific AOIs. Evaluation focuses on innovation, relevance, technical merit, and feasibility for rapid DoD testing.
  2. Phase 2: Pitch Session for selected Solution Briefs, demonstrating technical and business viability.
  3. Phase 3: Full Proposal for successful pitches, leading to negotiation of terms and conditions. Awards will be fixed-price and may utilize FAR-based contracts, Purchase Orders, Other Transaction Agreements (OTAs), or Bailment Agreements. Successful prototype projects under OTAs may lead to follow-on production contracts without further competition.

Eligibility & Set-Aside

This opportunity has no specific set-aside. To enter into a prototype OTA, at least one of the following must be met:

  • Significant participation by a nontraditional defense contractor or nonprofit research institution.
  • All significant participants are small businesses or nontraditional defense contractors.
  • At least one-third of the prototype project cost is from non-Federal sources.
