The focus areas are:

Contract Details
Awards will be fixed-price, potentially including FAR-based contracts, Purchase Orders, Other Transaction Agreements (OTAs), and/or Bailment Agreements. Successful prototype projects under an OTA may lead to follow-on production contracts without further competition (10 U.S.C. § 4022). Multiple awards are possible.
Submission & Evaluation
The CSO follows a three-phase process:
- Phase 1: Solution Briefs (White Papers) - Evaluated on innovation, relevance, technical merit, and feasibility. For AOI N0016426SCA007, white papers (max 5 pages or 15 slides) are due June 18, 2026, 12:00 PM EDT.
- Phase 2: Pitch Session - Invited entities provide in-person or virtual pitches, detailing estimated price/schedule (ROM) and data rights.
- Phase 3: Full Written Proposal - Invited entities submit comprehensive proposals for negotiation and potential award.
Eligibility / Set-Aside
This is an open competition. To enter into a prototype OT agreement, at least one of the following must be met:
- Significant participation by a nontraditional defense contractor or nonprofit research institution.
- All significant participants are small businesses or nontraditional defense contractors.
- At least one-third of the total project cost is paid from non-Federal Government funds. DUNS and CAGE Code registration in SAM are required for award.
