Statement of Work (SOW) / Performance Work Statement (PWS)

• Period: Services are to be provided on any calendar day as scheduled by the Government.

• Security: Government may furnish security guards or military police escorts.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (FA520926R0003) for Commercial Trucking Solution Contract 2.0 (CTSC 2.0). It is issued as a Request for Proposal (RFP) and is not set-aside for small business concerns. The government anticipates awarding a Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

The solicitation covers various trucking services across multiple ordering periods (Years 1-5) and option periods. These include:

• Period of Performance: Base ordering periods for up to 5 years, with option periods.

• Estimated Value: The guaranteed minimum amount is USD $500.00 per contract. The collective contract maximum amount across all contracts is USD $249,000,000.00.

• Proposal Submission Deadline: June 15, 2026, 02:00 PM Local Time.

• Offers must be submitted in Japanese Yen using the Pricing Exhibits (Attachment 2).

• Evaluation Criteria: The award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Offers will be evaluated on price and technical capability, including daily capacity tables and submission of applicable licenses/permits.

• This acquisition is an unrestricted procurement.

• Offerors must possess required licenses and permits for the services they propose.

• Funds are not presently available, and the government reserves the right to cancel the solicitation.

• The government will obligate the minimum guarantee at the time of awarding the basic contract.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-4 by reference, with addenda.
