Scope of Work

This includes a wide range of services such as General Trucking, Reefer Trucking, Oversized/Overweight (OSOW) Trucking, ISO Container Trucking, Air-suspension Trucking, Material Handling Equipment (MHE) services, and Multimodal Transportation (Ferry, Rail, Air). Services will be performed throughout Japan, and the successful offeror must be licensed and registered to operate in Japan.

Contract Details

  • Contract Type: Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) with Firm-Fixed Price task orders.
  • Duration: Base ordering periods for up to 5 years, with option periods.
  • Estimated Value: Guaranteed minimum of $500.00 per contract; collective contract maximum of $249,000,000.00.
  • Set-Aside: This acquisition is not set-aside for small business concerns (unrestricted).

Key Amendments & Updates

Amendment 0001, published June 5, 2026, introduced several critical changes:

  • Bid Deadline Extension: Extended to June 23, 2026, at 14:00 JST.
  • Requirement Removed: The "Type 2 Freight Forwarding Business Authorization" for multimodal transportation has been removed.
  • Clause Added: FAR 52.245-1 "Government Property" is now incorporated.
  • Updated Documents: The Performance Work Statement (PWS) and Pricing Exhibits have been updated. Offerors must use the Pricing Exhibit dated June 5, 2026 (Exhibits CTSC 2.0 20260605).

Submission Requirements

Offers must be submitted in Japanese Yen using the updated Pricing Exhibits. All companies must be registered in the System for Award Management (SAM.gov) to be considered for award.

Important Notes

Funds are not presently available for this effort, and no award will be made until funds are available. The Government reserves the right to cancel the solicitation. A pre-proposal conference was held at Yokota Air Base on May 12 and 15, 2026, in Japanese. Responses to Q&A are expected early next week.
