Scope of Work
The contractor shall provide all personnel, equipment, and services for the on-demand transportation of Government freight using contractor-provided vehicles, as scheduled by the Government. This includes:
- Freight Types: General, Reefer, Oversized/Overweight (OSOW), ISO Container, Air-suspension, Dangerous, Hazardous (low/high explosives), and Sensitive freight.
- Services: General Trucking, Reefer Trucking, OSOW Trucking, ISO Container Trucking, Air-suspension Trucking, Material Handling Equipment (MHE), and Multimodal Transportation (Ferry, Rail, and Air).
- Place of Performance: Throughout Japan, including Okinawa. Offerors must be licensed and registered to perform work in Japan.
Contract Details
- Type: Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) with Firm-Fixed Price task orders.
- Duration: Base ordering periods for up to 5 years, with option periods.
- Value: Guaranteed minimum of $500.00 per contract; collective contract maximum of $249,000,000.00.
- Set-Aside: Not set-aside (unrestricted).
- Note: Funds are not presently available, and the Government reserves the right to cancel the solicitation.
Key Requirements & Clarifications
- Proposal Submission: Must be in Japanese Yen, utilizing the Pricing Exhibit Version 2 (dated June 5, 2026), which includes updated unit measurements and corrections. The unit of measurement has changed for certain items.
- SAM Registration: Offerors must have an active System for Award Management (SAM) registration at the time of proposal submission.
- Subcontractors: A consolidated list of at least three permitted subcontractors, collectively possessing necessary capabilities and permits, is required.
- MHE & Freight Bidding: Partial bidding for select forklift items is not permitted; offerors must submit a price proposal for all listed forklift items. A single, consistent equipment configuration must be applied across all regions proposed. Partial bidding is permitted for the three surcharge items related to Dangerous/Hazardous/Sensitive freight categories.
- Removed Requirement: The Type 2 Freight Forwarding Business Authorization for the Multi-Modal Family has been removed.
- Added Clause: FAR 52.245-1 "Government Property" has been incorporated.
- Pre-proposal Conference: Two sessions were held on May 12 and 15, 2026, at Yokota Air Base.
Submission & Evaluation
- Proposal Due: June 23, 2026, 14:00 JST.
- Evaluation: Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, considering price and technical capability, including daily capacity tables and submission of applicable licenses/permits. The Government intends to make an award without negotiations by September 30, 2026, or by December 31, 2026, if negotiations are required.
