Key Amendments & Updates

Submission & Evaluation
Proposals must be submitted in Japanese Yen using the updated Pricing Exhibits (dated June 5, 2026). Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, evaluating price and technical capability, including daily capacity tables and required licenses/permits. Quotes must be valid until contract award, anticipated by September 30, 2026 (or December 31, 2026, if negotiations are needed).
Pre-Proposal Conference
Pre-proposal conferences were held on May 12 and 15, 2026, at Yokota Air Base. Questions from the conference were to be submitted by May 22, 2026.
