Scope of Work

This includes two automated CBC analytical systems, one slide maker/stainer, and one digital cell imager for Womack Army Medical Center. Additionally, two identical automated CBC analytical systems are required, one each for Clark Health Clinic and Robinson Health Clinic. All analyzers will operate on a CPRR basis. Equipment and reagents must be FDA approved for clinical use, new, and capable of interfacing with the MHS Genesis system. Comprehensive support, including training, maintenance, and quality control materials, is also required.

Submission & Evaluation
Offerors must submit proposals by February 20, 2026, at 12:00 PM EST. Submissions should include administrative information, past performance references (using Attachment 2), technical capability details, and pricing (using Attachment 3 - Cost Per Reportable Pricing Worksheet). Evaluation will be based on Technical Capability (acceptable/unacceptable), Past Performance (acceptable/unacceptable), and Price. Award will be made to the responsible offeror with the lowest price determined acceptable for technical and past performance factors.
Amendments & Attachments
This solicitation has been amended. Key changes to the Statement of Work (SOW) include the removal of sections 2.11, 4.16, and 10 ("Additional Requirements"), revision of section 4.15, and addition of section 5.11. All other terms and conditions remain unchanged, and the quotes due date will not be extended. Offerors must refer to Attachment 1 (Amended) for the updated SOW and all provisions and clauses.
